Philip Browning is the Director of Los Angeles County Department of Public Social Services, which has over 13,000 employees, serves over 2 million individuals, has an operating budget of over $3 billion and operates a broad range of human service programs.
Prior to this appointment, Mr. Browning served as the Director of the Child Support Services Department (CSSD) – the largest locally operated child support agency in the nation – and as the Director of the Child Support Division in the District of Columbia where he was honored with the Federal Office of Child Support’s “Lifetime Achievement Award” in 2000 for performance improvements. Mr. Browning was also a project consultant to the Federal Office of Child Support Enforcement in Washington DC after his retirement from the Alabama Department of Human Resources. Mr. Browning received his Masters in Business Administration from Auburn University and Masters in Social Work and from the University of Alabama.

Benny Liang started with the Los Angeles County Department of Public Social Services in November 1991 and has always maintained the passion in the community outreach area. He has worked in different capacities within the department. Currently, as a Deputy District Director of Medi-Cal Outreach District, he directs programs that promote “Healthy Food, Healthy Mind and Healthy Body” and provide free or low cost health care insurance, food stamps to under-privileged and needy children and families in Los Angeles County.
