Chief Blevins has over 34 years of experience in the field of probation. He began his career with San Diego Probation in January 1976 where he served in various positions until July 1995 when he was promoted to Director of Adult and Juvenile Services. Some highlights during his 27 years of service in San Diego included the development of standards to assist crime victims and increased restitution collection, established a model of treatment and supervision programs for sex offenders and domestic violence offenders, and provided an active leadership role in developing innovative Information Technology (IT) for the department.
In August 2003, he was appointed as Chief Probation Officer of Alameda County. During his six and a half years as Chief there, he provided oversight for the construction of a new 360-bed Juvenile Justice Center in which the facility was recognized for its treatment and collaborative approach with juvenile offenders. He introduced assessment driven evidence-based services to Adult and Juvenile Services, assisted in developing the Department’s Mission, Vision, Values Statement, and the strategic plan for Alameda County Probation.
Chief Blevins is very actively involved in various professional organizations such as the Alameda County Chiefs of Police and Sheriff’s Association (ACCPSA), American Probation & Parole Association (APPA), American Correctional Association (ACA), California Probation, Parole & Correctional Association (CPPCA), Chief Probation Officers of California (CPOC), Bay Region CPOC Chair, National Association of Probation Executives (NAPE), Urban Chiefs Network (NIC), and the California Community Corrections Coordinating Committee.
In April 2010, Mr. Blevins was appointed as Chief Probation Officer for the Los Angeles County Probation Department.
